94 4runner failed smog

94 4runner failed smog
today i took my runner in to have it smoged while they were testing the check engine light came on.
it failed the 15 mile hour test
the no (ppm) max was to high at 356 and the meas was 703.
has anybody else had this issue?
i just looked at my sons paperwork it looks like it failed emissions
High NOx at 15 mph
