hello- i am new to this forum, and recently replaced the fuel dampener in my own '94 yota...i see that your message is verrry old...however...
on my own yota (3.0 V6, '94 4WD) the fuel dampener is a little metal threaded device that bolts into the fuel rail underneath the intake near the firewall. it has a top-hat shape to it, with a screw/o-ring fixture in it. The aftermarket part that i purchased did not feature a screw/o-ring fixture, it was closed on the end. I'm not exactly sure what the dampener does or did, however it was under pressure and leaked gas like a *****'...

Got only little info's but somehow I think it might help. Fuel damper is a removal tool that is provided for removing component from a fuel rail in an automotive fuel system. The tool has a pair of jaws connected to a pair of pivoting handles, which allow the jaws to be opened and closed. For more info's you can check it here, freepatentsonline.com/6951051.html.
